Signing the memorandum of understanding between the Ministry of Education and Science and Save the Children - another step towards the realization of children’s rights in Ukraine

On November 19, 2021, on the eve of an important date for the governments and human rights organizations interested in promoting international unity in ensuring the rights of children around the world, the Ministry of Education and Science of Ukraine (MoES) and Save the Children signed a Memorandum of Understanding.

"We must protect the rights of children, promote a friendly environment and support the United Nations Children's Fund, an organization that works to protect and support children in more than 190 countries from birth to adulthood. The Ministry of Education and Science, the Government of Ukraine and Save the Children every day work to improve the conditions for the children of our country, because every child has the right to development in a comfortable and safe environment. I urge everyone to pay attention to their students and children, take care of their mental health and listen to their thoughts and experiences, because big changes start from the first step," - said Minister of Education and Science Serhiy Shkarlet.

The United Nations Convention on the Rights of the Child (UNCRC) sets out the rights of children with 54 articles that provide us with a solid road map of what is needed to raise healthy and happy children and youth. This year’s theme is The Right to Survive and Thrive and in order to mark it in Ukraine the MoES and Save the Children agreed to sign the Memorandum of Understanding which is intended to consolidate joint efforts aimed at realizing the right to education for all children in Ukraine and ensuring that children have access to safe, inclusive and quality education in line with the New Ukrainian School as a key reform of the Ministry of Education and Science and the Safe Schools Declaration.

Ekaterina Slobodianik, Country Director of Save the Children in Ukraine says of the Memorandum of Understanding being signed on the occasion of World Children’s Day: 

“UNCRC is teaching us that the children’s rights need to be respected, protected, and fulfilled even during times of crisis. I want to believe that the MoU Save the Children signed today with the Ministry of Education and Science is another successful attempt to uphold the right to education and ensure every child in Ukraine has access to quality education. We are happy to see that some important documents such as the Safe Schools Declaration are being implemented by the Government of Ukraine, and we as Save the Children will continue to support the Government on its way to make sustainable changes for all children in Ukraine.” 

On the same date two years ago, 20 November 2019 Ukraine endorsed the Safe Schools Declaration (SSD) becoming the 100th country in the world who by signing the SSD as the only international document on safety of schools, children, and teachers in the armed conflict committed to protecting education in conflict.

The Memorandum is to be considered as an additional milestone in the collaboration between MoES and Save the Children with the hope that its scope and purpose will help both parties in the preparation and realization of joint strategies, plans, projects, and programs until the end of 2026.

It should be recalled that a new online tool for monitoring the level of safety and comfort of schools, created by the Ministry of Education and Science together with the United Nations Children's Fund (UNICEF) in Ukraine, was presented. The tool will be part of the national system of automated information complex of educational management (AIKOM).
